Watters plays this story up in a few different direction. Seeing the public view of the vigilante makes for a compelling case to oppose the D.A. Hearing the crowd outside the court recant their experiences with Grayson is a nice nod to his impact. In between stories, Grayson’s conversation with his legal defense brings up another aspect of his choice. Walking the line of the public perception is Justice League’s weight to carry. The writing drives this point home before a twist occurs.
Readers watch as a remedy to events plays in Grayson’s favor. It is unexpected in delivery. The mood should be one of relief, but is far from it. Watters puts Grayson on a tense path for answers. His latest confrontation leads to a dire situation. The writing showcases desperation in Blüdhaven and the lengths one goes to get out. This pushes events into a more crushing conclusion. Call it smoke and mirrors, but Grayson is blindsided onto what unfolds now. This leaves readers with much to consider as the game has changed.

Cowan presents the public’s viewpoints in very unique ways. Going for larger panel pages, readers watch a close-up of the citizen’s thoughts. There are some solid throwback looks (Grayson with long hair?!) added into the mix. Panel coloring is lighter during the flashbacks to see the time eras. This counters Grayson’s guilt over what to do next. The pain and guilt on his face is undeniable It only amplifies more when council sees him.
The twist into the story gets more bold panels. It highlights the shock of the crowd as to what is transpiring. Grayson’s reactions mirror readers as shock sinks in. This propels him into further action. A half page image shows Nightwing back in business. His shakedown of a suspect presents more problems. The large panel sequences push the story into uncharted territory. Once the coloring switches to red, it is clear to the audience what change is occurring. Cowan plays off this very well as the final events begin. It shifts gears into a much more complicated final page. Knowing what has just transpired continues to pose more problems to a hero’s newfound focus.
FINAL GRADE: 8.7
An ultimatum is given to Nightwing with grave consequences following in this strong issue. Watters tackles the complexity of public opinion with well-timed shocks. Cowan and the art team present Blüdhaven’s hero in many different waves. The world of Dick Grayson continues to be a must-see destination.
