Despero has returned and the Justice League are in his sights!

After the attempt to secure the JL Power Bank failed, a team led by Mr. Terrific and Guy Gardner now stand their ground on the planet Dronnda. Despero is ready to take everything by force. This leaves the squad in a dangerous position.

Meanwhile on the Watchtower, the Amnesty program is growing larger by the day. Ray Palmer feels something isn’t right as the lines between hero and villain are blurred.

Waid delves into a deeper question of ethics involving heroes with this chapter. The opening is very traditional in staging. Despero on the the attack is always a problem. The banter between Hawkgirl and Guy Gardner upsets the moment briefly, allowing Despero an opening. While impactful, the real danger comes from within involving the league. On Earth, orders are given but not everyone is buying in. Batman and Luthor’s discoveries from their one-shot lead into an advancement of the Amnesty directive.

Readers watch as Batman’s paranoia hits a few new levels. This sparks a heated confrontation with an unlikely hero. Ray Palmer’s stance reflects what some heroes have been feeling. The dialogue shows some cracks in the plans’ foundation. Palmer’s response is a bold one as he dares to challenge. It raises the question of ethics in powers and control. This theme extends back to space. After a drastic action is taken, the writing shows a corruption of nobility. The direct fight is over, but the aftermath draws more fire. Had it not be for the last page, one has to wonder where this venture would have now led.

The art team lay out the action early and often involving Despero. Mora’s page gives readers a great throwback piece before letting Hawkgirl and Gardner take over. Ossio takes the lead for the remainder of the issue. The gathering around Batman and Luthor’s findings is given a proper full image. Batman’s scowl fits the mood as he ups the ante involving his program. His conversation with Ray Palmer keeps this energy up as they argue their points of the movement.

Once back in Dronnda, the action speeds up once more. Ossio and Bonvillain deliver on massive fight scenes. Panels carry a blockbuster feel as Despero brings the pain. This pauses briefly to let Palmer start taking some action of his own on the Watchtower. Readers watch him maneuver in shadows to lead into a private meeting. His eyes tell a story of mistrust all their own. That same question shoots back into orbit as a full image showcases a hero’s crafty move. Its’ repercussions extend the argument further for fans to question. This leads right into a shocking final page. There’s many moving parts involved in this power chase.

FINAL GRADE: 8.6

A question of checks and balances lead the JLU into troubling times as Despero strikes. Waid presents a compelling argument behind great action sequences. The art team shines when unlocking a colossal confrontation. No one ever said Amnesty came without a cost.
